Which Roster changes send Chair notifications
These actions do not send notifications to the chair or to the user:
- Add a member to a group and select:
Send automatic confirmation email?

- Change the role of a member who is already part of the group.

- Change the voting privileges for a member who is already part of the group (Primary, Alternate, Non-Voter).

These actions do notify the chair:
- Delete someone from the roster.
