Which Roster changes send Chair notifications

These actions do not send notifications to the chair or to the user:

Add a member to a group and select:
Send automatic confirmation email?

Change the role of a member who is already part of the group.

Change the voting privileges for a member who is already part of the group (Primary, Alternate, Non-Voter).

These actions do notify the chair:

Delete someone from the roster.

(Sends a notification to the chair, not to the user.)
