What is the Receive Members Email setting?
Each user account has an option to subscribe to the members email list. If set to "no", the user will not receive the notices that are sent to the members list. This is the user account setting in question:

No, do NOT send general members email
Note: This option only applies to the "members" list; all of the user's other mail subscriptions are unaffected.
When necessary, an admin can override this user preference on several email forms. Where this is an option, this text appears on the screen:

Should the search respect the 'Receive Members Email' preference?
Yes, respect preferences.
No, send anyway.
