Scenario: An organization member would like group managers and chairs not to see detailed results of anonymous votes. He feels that managers and group chairs who are voting members should see what the other members see.
Groups voting is designed to be a consensus building process. In scenarios where any type of secrecy within the group is needed, you will run into expectation problems because of this design philosophy. Many people see voting and they think "elections," where secrecy is important. We emphasize "consensus building" in which votes are registered out loud in a meeting, or in a trusted group where others can see what position each voter is taking.
Chairs are generally empowered to create, modify, and proxy vote on ballots. We could strip all those rights away under the current model. (We would have to give them to somebody - either an Org Admin or a special superchair role.) However, we can't currently split out visibility into the results. Chairs and anyone else with the Ballot Manager privilege, can always see detailed results.
